incomplete dominance and its actually not a mix of the parent phenotypes. white colour represents having both copies of genes recessive,which in this case means that the genes cant produce the proteins for the pigments of the feathers and black colour of the rooster mans it has dominant copies of the gene that is copies that are able to completely express themselves by producing the pigments.
here the progeny has one dominant and one recessive copy. normally the one dominant copy wudve expressed itself completely to give black feathered progeny, but for some genes as this one in the absence of a second dominant copy, the single dominant copy is unable to express itself completely and hence instead of giving a full BLACK, the genetic machinery produces a mild, incomplete version of the colour, that is blue.
