I heard in California the emergency vehichels have a strobe light that is picked up by the sensors on traffic lights to change them from red to green. How can I do this?

With the older units you can preempt the signal equipped with a discriminator with a transmitter (mobile infrared trasmitters or MIRTs sold from out of state). However they are being replaced with new emergency vehicle preemption units which are coded like garage door openers to prevent the use of MIRTs. Since there are too many combinations, essentially it's impossible to turn a red light to green.
Moreover, the unauthorized use of these devices (MIRTs) is illegal in California, such use is considered tampering a traffic control device which is prohibited under the California Vehicle Code. Violators face a stiff fine and imprisonment.
