If you're only buying a bolt, you're not going to get deep discounts... about 40% off is probably about the best you're going to do.
If you are willing to buy full bolts, talk to your local fabric stores and see if they'll cut you a deal. If they won't, try the wholesale division of http://www.fabricdepot.com -- they used to give 40% off full bolts, but you'll have to add shipping from western Oregon to where you are. (There is no sales tax in Oregon.)
