The Study On Unemployment In Relation To Youth At Rabgyal-Ling Tibetan Refugee Settlement
"The study on unemployment in relation to youth at Rabgyal-ling Tibetan refugee settlement"
The Following is summarized finding of research (The study on unemployment in relation to youth at Rabgyal-ling Tibetan refugee settlement) which i conducted between 2008-2009. Although findings mentioned below are of one particular Tibetan refugee settlement but it can be generalize on many other Tibetan refugee settlement in India as all of them shares identical characteristic.
During my data collection, i have spent sufficient time in settlement and interacted with diverse member of community. Most of respondents are young and highly efficient youth, but sad fact as found through this study is that they remain underutilized for long period. As some of these unemployed youth say they are unemployed for more than two years.
According to these respondents, the reason for their being of unemployed is varied; most of them say they are unemployed because they lack proper educational qualification (46%). And other big portion of respondents say their reason for being unemployed is not getting job of their interest (40%). These two responses somehow indicate that they lack in field of professional educational qualification and competency.
The entire problems related to unemployment which are discussed earlier are off-spring of being unemployed. Thus in order to challenge this, causes of unemployment should be dealt with appropriate solutions. As far as this study is concerned, one major causes of this problem is lack of proper professional education or skill. Thus the policies should be laid down by which it encourages more professional or skilled based education rather than theoretical or general education.
The major activities as they say they undertake during the period of unemployment is helping family members in their daily works. But it was found through their family members that: most of the time they spent with other unemployed colleagues in the settlement. This has adverse effect on various dimension of their personality. For example, most of those respondents who are believed to be spending their most of time with other unemployed friends are addicted to one or other addictive substances.
In general there is profound relation between unemployment and addiction to addictive substances. As found in this study, 27 out of 50 respondents admitted that they are addicted to some or other substances and most of the time it happens in a group of unemployed friends.
It is also found that the average self-confidence and self-esteems are comparetively low among these unemployed youth. Most of the respondents feels that they are wasting their time by not doing anything productive. Where as few of respondents pretend to be alright and fine with being unemployed. On other hand, when asked to some 50 senior members of community, some members of the community (26%) look at them as useless member but most of them (50%) do not care about their being of unemployed. Through these responses it was found that the co-operation from the members of community toward those unemployed youth is insufficient and thus discouraging. This have somehow effect in their level of motivations. Thus co-operation from fellow members of community toward these unemployed youth should be encouraged through both formal and informal ways.
Many of these unemployed youth (56%) are somehow engaged in seasonal acitivities with the average of 4-5 months in a year in an acitivities like sweater selling and agricultural activities. Most of them (50%) involves in sweater selling bussiness during winter season in verious Indian towns and cities. In this case, the alternative income generating activities should be introduced in settlement level during off seasons.
It is interesting to find that almost all of these unemployed youth (92%) have thought of starting some self enterprises at one or other point of time. Apart from that it was also found that majority of these unemployed youth (40%) would choose to do something related to bussiness activities if they are provided with a choice. But it is clear from this study that they faces different kind of obstacles, i.e. Lack of financial support, Lack of family support and lack of technical know-how. It was revealed that majority faces financial obstacles. In the past, steps were taken by Exile Tibetan Government to provide micro enterprise loans and financial aids to those who have interest in starting business. The need for continuation of this programme seems necessary but it should be properly evaluated. It is also found necessary to conduct some training on these fields in respective settlements so that the problem of lack of technical know-how is reduced at least to some extant. It is to be noted that that before such training is planned it is very important to conduct a need assessment of community so as to ensure active participation from community and sustainability.
When asked where they would prefer to work if given option of Exile Tibetan Government, Indian society or anywhere. Most of the respondents responded by saying they will work anywhere (56%) if provided an opportunity. Through this response, it is observed that most of these unemployed youths are aware of lack of job opportunity in exile Tibetan communities in India.
When it comes to the views of these unemployed youth on Exile Tibetan Government in general and it policies in particular, almost vast majority (74%) say that they are very grateful to Exile government and they do not feel neglected at all. But there are some youth who feel they are neglected by Tibetan government in Exile and they suggest the Exile government should pay more heed on them by providing some employment. At the same time it was also observed that they are not expecting much from Exile Tibetan Government and they rather wanted to do something for Exile Government.
It was also revealed from this study that most of these unemployed youth are not al all aware of some employment policies that are put forward by Exile Government. When asked how aware they are on employment policies of Exile Government such as vocational training programmes, 68% of respondents say they don‟t have any idea on such things and only few respondents say they are little aware of such policies of Exile Government only 4 respondents say they are very much aware of such thing.
When collecting data for this study at Rabgyal-ling Tibetan Refugee Settlement, I have come across various kinds of respondents with many different views. Two of my respondents were happened to be a part of one of employment policy laid down by Exile government, i.e. vocational training programme at Bangalore. As mentioned in earlier part, both of these are unemployed since they finished that training. Other respondent who was a recipient of micro enterprise loans and financial aids provided by Exile Tibetan Government few years back and who later turn out to be unsuccessful. As he says, he used to sell vegetables and fruits in the settlement with help of loan he received from Exile government. He later had to leave that self employment as there was no proper co-operation from fellow community members. In such cases the effort should be made by respective settlement welfare officer by encouraging the members of community to appreciate and co-operate with such person. And on part of the Exile government the solution is not to stop these kind of loan scheme instead it should be continued but should make sure that it is properly evaluated from time to time.
In the nutshell, the unemployment among youth in Exile Tibetan community is high and it poses various other harmful effects on individual, family and society at large. As said by Exile Tibetan Prime Minister in one of interview that it will take long time to tackle this problem, it is obvious that the number of youth unemployed will further rise in coming years. Thus it is important that all the concerned citizens and authorities should take appropriate and timely measures.

On a visit to Nepal, I got hooked onto Tibetan Buddhist music. The CD of Lama Gyurme and Jean P. Kiel, "Hope For Enlightenment" was simply enchanting. Then there was the genius of Karunesh and the awesome "Sacred Chants of Buddha" by Craig Pruess.
My dad also gifted me one Korean Buddhist flute compilation.
I do not have any further collections and keep listening to these again and again..worth it!
But I am sure these are just a few gems within the whole treasury. I want to know about other good Buddhist musicians so that I can be blessed further!

When I was growing up in Nepal, I followed two tibetan artists: Nawang Khechog (http://www.nawangkhechog.com/) and Yungchen Lhamo (http://www.yungchenlhamo.com). I used to catch their tunes while walking down the streets of Thamel. In terms of new talent, I believe Ani Choying Dolma is a good one. Her music can be heard in the movie "Milarepa" which was recently released here in the U.S. I hope that helps.
